On February 18, 2021, multiple youtube videos from various pro-Duterte accounts such as DDS Watch, Showbiz Fanaticz, JONZ TV, and the like simultaneously accused Chel Diokno, former Liberal Party candidate and lawyer, of granting ABS-CBN tax cuts and favorable financial agreements as a Development Bank of the Philippines Consultant. This claim is false. As a consultant, Diokno had no decision making powers during his time as a paralegal consultant from 2004 to 2006. Only the Board of Directors of the bank have the power to make such decisions.

The Development Bank of the Philippines (DBP) is a state-owned development bank that provides development banking, financing, management, and remittance services to the agricultural and industrial enterprises in the Philippines. President Duterte has accused ABS-CBN of not being able to pay back 1.6 Billion pesos in debt from their DBP loan, and that the DBP had curried favor with the Lopez-owned company with write-offs and condonations. This was echoed by several pro-Duterte politicians, including ANAKLUSUGAN representative Mike Defensor, who is vice-chair of the House Committee on Legislative Franchises.

Mike Defensor was also tagged by fellow legislators as being the brain behind the campaign for Taguig-Pateros solon Peter Cayetano to stay as House Speaker despite a term-sharing agreement with Lord Allan Velasco. Such has caused great controversy within the House of Representatives.

However, in a report by the Philippine Star, House lawmakers struggled to find fault after hitting a stonewall in the DBP loan probes, with bank officials calling the claims of unpaid loans unfounded and the Development Bank of the Philippines stating that companies under the Lopez Group and its former unit Maynilad Water Services have no unpaid loans with the state-run development bank. DBP also added that the bad loans were sold to Lehman brothers way back in 2006. Lehman Brothers was an investment bank that collapsed during the 2008 global financial crisis, thus, according to the DBP, all files related to such are with them.

ABS-CBN, the Philippines largest media network company, had earned the ire of the Duterte administration due to their airing of critical reporting, and has consistently accused them of bias—threatening to have them shut down since he assumed office back in 2016. Sheila Coronel, one of the founders of Philippine Center for Investigative Journalism (PCIJ), said the government is afraid the truth would come out at one point because of critical reportage.The last time ABS-CBN was ordered to shutdown was during martial law of deceased dictator Ferdinand Marcos, and was brought back to airwaves when Marcos was ousted in 1986 during the EDSA People Power Revolution.
